The plenary authority is the highest governing body of the Free Zone. Made up of representatives of all the different institutions composing the Consortium, one of its functions is to pronounce good the budget at the start of the new year, the accounts at the end of the year, and any purchases or projects that entail a modification of its fixed assets. It convenes at least four times a year under the chairmanship of the person holding the mayoralty of the city. From amongst its members are chosen the people who will form the Executive Board.
